Public bug reported:

When opening the language control module ("kcmshell4 language"), the
names of the languages are displayed by their country code (e.g. "fr"
for France/French), but the label names of the entries for English and
German are empty.

I am attaching a screenshot, where "German"/"de" is configured as
preferred language.

These are the language packs I have installed:
