After my comment yesterday I remembered I disabled bluetooth on boot  via TLP. 
On 12.04 this worked nice, it was disabled on boot and I could enable it if 
needed.
Removing the line and rebooting helped, I had a bluetooth icon and I could see 
my paired devices.
But after turning bluetooth of in the settings I'm not able to reactivate it. 
(dmesg show "Bluetooth: can't load firmware, may not work correctly" after each 
try.)
