solution was to either (a) ppa-purge X-swat
ppa before upgrading & downgrade to release
or (b) upgrade with X-swat ppa enabled,
upgraded to next one

and try upgrade.... which does not work. I
wonder if we can do an upgrade calculation
with downgrading $core packages to release
first.

these PPAs installed, would you like to get
rid of them first, before upgrading?
