Public bug reported:
In 13.10, the new light themes are not showing the separators when a
dark menu is displayed.
Steps to Repro:
1. Set Ambiance as the theme.
2. Right click on the desktop
What is expected:
3. There should be a styled line between "New Document" and "paste"
What happens:
3. It is flat/blank.
