Similar issue here. Had upgraded Ubuntu Gnome from 13.04 to 13.10 and
everything was perfect as before. But today I've upgraded Gnome-Shell
from 3.8 to 3.10 ( gnome3-team/gnome3-next PPA only, NOT staging)  and
Fn combination keys for Volume, Brightness and Print Screen doesn't work
anymore. Nevertheless, Fn combination keys for enabling/disabling
Wireless Network, Touchpad, Fan speed are still working. After reading
this thread, I've tested the  Crtl+Alt+T key combo, and it isn't working
either.

It seems to me that the problem is related to Gnome-Shell 3.10, not to
Ubuntu 13.10. Why? As I've mentioned above, everything was perfect after
upgrading Ubuntu from 13.04 to 13.10, and was messed a couple days after
that when I upgraded Gnome Shell from 3.8 to 3.10.

I'm not a experienced developer (rather a enthusiastic user), but if
there is something that I can do in order to provide a better diagnosis,
please let me know (Sorry, but I don't know how to trigger and collect
the correct logs).
