Ubuntu better. However, it seems that the fpc package you try to replace
is not provided by the official Ubuntu repositories. Because of this the
Ubuntu project can not support or fix your particular bug. Please report
this bug to the provider of the software package. Thanks!

Ubuntu never provided real files in the fpc package as that is just a
meta package. You have to uninstall first before you can install. What
are the error messages when you try to uninstall?
