Verification successful for me I started a new raring system on an ec2 machine and installed kubuntu- desktop. I then upgraded to -proposed packages which included several kde-telepathy packages. They all installed fine and I was then able to run KDE Telepathy's contacts page and set up accounts and connect to them.
