I'm using the fglrx drivers version 13.11 beta version 6 (2:13.250-0ubuntu1 on Ubuntu 12.10 64 bit) and only the secondary monitor to have its full resolution and I'm fine, even when resuming from suspend mode. Have you checked the cable you are using and if you are outputting a supported mode to your monitor? In case you don't see any supported modes on the "Monitor" window you should use xrandr and create a custom mode.
