Additionally, and perhaps more important, the file legal.html is not part of 
ubuntu-docs and so will not even be present on a locally built html version of 
ubuntu-docs. It is only present when the whole thing is put together for 
help.ubuntu.com.
In my case I have a complete copy of ubuntu.help.com on my test server, but the 
link to legal.html doesn't work for the reasons given in my previous post. 
There is no good reason for the link to legal.html to be absolute and I might 
change it to relative in both the DeskTop help and the serverguide.
