I have a similar issue on a Dell XPS 13. Bluetooth does not work after
suspend, it started happening after upgrade to 13.10.
In my case the workaround is to disable wireless using the hardware switch
(Fn+F2), then turn it back on.
(the similar network-manager workaround reported by the bug opener does not
work for me)
