I am experiencing the same problem. To be more precise, I can enable/disable my touchpad at will using `xinput set-prop` on the appropriate device or inserting/removing the kernel module `psmouse`. But anyhow, fn+f9 is the only "special" key shortcut which is not working. This is minor but quite disturbing.
