Further testing as revealed:

- Other OSs on the failing machine work fine.

  Conclusion:  It is a problem specific to Ubuntu

- Moving the drive that has the instance of Ubuntu that is failing to
another machine, works fine.

  Conclusion: It is sensitive to hardware configuration

- CHANGING THE ORDER OF MOUNTS in fstab, fixed the problem for me!.

  Conclusion: It is some sort of timing/race condition


Try changing your mount order if possible and see if this helps.
