In my case, the User Interface (Unity) seems to work fine. However, the system 
is at a peculiar state. It can't shutdown, restart or suspend (not even from 
the Terminal) and the Network Manager is not showing any connections. Also, 
most applications can't be started after a suspend. However, the system 
restarts when instructed to do so as root (`sudo restart`).
The problem doesn't occur always, but about half the times (thus it is really 
annoying)!
I hope my comment will help locate and/or fix the Bug... :D

PS. My graphics card is an NVIDIA GeForce 520M (512MB DDR2 RAM) and my
processor is an Intel Atom N2700 @2.13GHz. Of course, I use Ubuntu 13.10
(upgraded from Ubuntu 13.04)...
