I have installed the packages from saucy-proposed (and indicator-appmenu manually). I'm fairly sure the main problem is fixed.
I have pinned a terminal running top to the top, and made some test with Sublime Text 3. Opening Sublime makes unity-panel-service use a full core for a good few seconds. Accessing the menu does moderately increase CPU usage for unity-panel-service while it is accessed. Closing the menu makes unity- panel-service use a full core for 1-2 seconds. Same when Sublime is closed. Switching focus back and forth between gnome-terminal and Sublime makes unity-panel-service use a full core for 1-2 seconds.
