Public bug reported:

The developer.ubuntu.com instructions for QML applications don't
instruct the developer to install qtdeclarative5-test-plugin, which
means that 'make check' can't work.

Finding out how to do this is very hard.

The instructions are also omitted from this wiki page:

I've duplicated this on two fresh Ubuntu VM installs, one 29 days ago
and one today.

Adding the command "sudo apt-get install qtdeclarative5-test-plugin" to
the instructions would resolve, as would making this package a direct or
indirect dependency of ubuntu-sdk or qtdeclarative5-dev-tools.
