I don't think we're far enough into the development cycle for there to
be updated splashes and whatnot. We haven't reached the 13.11 milestone
yet, so focus is mainly on development As we get further into the cycle,
splashes and other official flags declaring 14.04 as 14.04 will start
coming about.

In short, the lack of splashes is on purpose, and will be improved upon
as time passes by and the early development milestones get out of the
way. The art doesn't exist yet (to the best of my knowledge), but will
be added in.
