I attempted the above steps with the same result.  It appears that it
thinks the disk is full.  I verified that there is plenty of space on
the disk.  When I run sudo apt-get install -f, I get this:

Note that /usr is mounted on a second virtual disk.  It is 59% full and
is writable.
