You have been subscribed to a public bug:
Steps to reproduce:
1. You need to at least 2 images in a directory
2. Open first image in Image Viewer and rotate the image
3. Move to next image
4. Close Image Viewer. It will ask if you want to save changes to first image
and you say YES.
5. Open first image again and you'll see that the rotation change has not been
saved.
If however you open any single image in Image Viewer and rotate the
image and close Image Viewer without moving on to another image, then it
will again ask you if you want to save changes to the image. But this
time it will actually change the image orientation.
This probably applies to other image changes but I haven't tried it.
I have run into this issue on multiple machines and affects Ubuntu 13.04
as well as Ubuntu 13.10
