Public bug reported:

I have a cable connection with fixed IP and nm manages it perfectly.

If I disconnect it and connect my smartphone with tethering, nm show the
2 cable connections, but will manage the usb connection with the same
static IP of my ethernet cable connection. In order to have the usb
connection working I must change the IPV4 method of usb connection to
DHCP.

But when I disconnect the usb connection, I find that the ethernet
connection has become a DHCP one, and the static IP I had is lost!

That's quite annoying, and impides a non-geek user to use usb tethering
if he/she has a static IP ethernet connection
