I have read other bug reports outlining very similar symptoms and tried the proposed fixes. Adding "acpi=force" to the kernel boot line did not help, nor did getting into single-user mode via "init 1" and then shutting down with "shutdown -h now". I have even tried "shutdown -hP now", "halt" and "poweroff".
For what it's worth, my previous Arch Linux installation with kernel 2.6.22 suffered from almost identical symptoms, but only after I installed the alsa-utils package.
