It did, as documented on #1007138. On older releases, the system would sometimes boot and sometimes not. #1007138 mentions hanging 9 out of 10 times but I think on raring it hung something like 1 out of 4. This is, of course, a very rough statistic.
On Saucy, it never seems to boot without pci=noacpi.
