I downloaded the latest (as of last night 11/11/13) 32-bit Trusty desktop ISO and booted with the intel_pstate=disable option so that I could test the ondemand governor, and it does not have the bug, confirming Viresh Kumar's previous comment. The kernel version is 3.12.0-2. Thanks to all for resolving this problem.
