For one, if the -proposed package didn't help then that's a strong
indication that it's a different bug. I suggest with the proposed
package installed, you create a D-BUS system monitor log
(https://wiki.ubuntu.com/DebuggingDBus) and attach it to a new bug.
Just start with "apport-bug systemd-services", we'll figure out along
the way which package it really belongs to.
