My 2bits - using 13.10 on lenovo laptop and never noticed an issue with this until i installed TPL to try to manage battery consumption. After installing TPL/TPL-RDW/SMARTMONTOOLS Not sure which of these 3 is the culprit, and no real time to do debugging ... but figured it was worth stating this to help debug.
