Thanks for reporting this bug.
I can't reproduce this, a straightforward install on 13.10 installs the
file for me here.
Could you please try
sudo apt-get -y purge libvirt-bin
sudo apt-get -y install libvirt-bin
And see if that recreates the file?
If it does not, please show the result of 'dpkg -l libvirt-bin' and the
contents of the /var/log/apt/term.log file.
