This seems to make sense to me to move Pulseaudio to start after HAL. Of course PulseAudio then needs to give feedback to HAL after it creates new sound offerings. I can see how others might have thought HAL should be second, but it's clear that PulseAudio needs HAL to detect the raw hardware first.
