Personally I don't think that this is coming from the kernel, because I 
reproduced it with older kernels. If this had been the case the bug would show 
up before upgrading to 13.10.  
About the bug, I'm experiencing exactly the same thing as Vladimir. I can add 
that for me the workaround works for not more than two times, after that, on 
resuming from sleep, the network-manager remains in sleep state, and the 
restart/shutdown functionalities are gone.
