Public bug reported:
The default installation of Mediawiki under Ubuntu 13.10 has an issue
with the apache.conf. When trying to access the wiki, Apache reports
"AH01630: client denied by server configuration: /var/lib/mediawiki/" in
the error log.
The Debian bug #723620 fixes the issue in 1:1.19.8+dfsg-2. This fix also
has to be included in Ubuntu.
What the fix does is to set /etc/mediawiki/apache.conf to grant access to
"/var/lib/mediawiki/" with "Require all granted":
