I'm also experiencing the same problem with a USB keyboard on a Dell Inspiron desktop with Ubuntu Server and netboot install images for 13.10 as well as the latest trusty daily images. The keyboard works fine in BIOS and Grub but when the install image is booted the keyboard is disabled after a few seconds (indicator lights turn off, no response to capslock etc.) just before the Language selection menu is displayed. Unplugging and re-plugging the keyboard doesn't help either. I plugged in a USB fan and the USB ports are powered on, but the keyboard doesn't work. This issue does not happen with the regular Desktop installer, just with the Server and netboot versions. The motherboard doesn't have a PS2 port to workaround this problem.
