Errr... I realized I made a typo in my post above.  Here is what one SHOULD
have in their /etc/rc.local

{Note: This still doesn't fix the problem for me}

# Powernowd is causing problems...
/etc/init.d/powernowd stop

# Use ondemand instead of powernowd...
echo -n ondemand > /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor
