For the record: anyone who is still affected by this particular symptom (network not coming up after suspend), please subscribe to and have a look at bug 1252121. I put a fix into my https://launchpad.net/~pitti/+archive/sru-test PPA (systemd-shim version 5-0ubuntu0.0pitti1). This is the only package in the PPA, so it's safe to just dist-upgrade. This really ought to fix this problem properly. Please let me know positive and negative results in bug 1252121.
