Hi Thiago, from the tcpdump I see some packets are not being received and have to be retransmitted. Also some packets are much greater than 1500 bytes, but it seems only about 1500 are ACKed, which results in retransmissions too.
Can you provide the output of 'ethtool -k ethX' where ethX is the one in br-ex. And if any offload stuff is on, disable it and retest. Can you tell us how your Neutron router is uplinked to the Internet? It seems 189.8.93.65 is the gateway_ip for the neutron external subnet. What kind of device is this? It's mac is 52:54:00:6a:5f:82, which seems to have a vendor prefix used by KVM.
