On Ubuntu 13.10, with bash-completion 1:2.0-1ubuntu3:

- mutt -f =U<tab> completes to mutt -f UNKNOWN-LIST

- mutt -f +U<tab> completes to mutt -f UNKNOWN-LIST

In both cases the prefix is lost.
