I can generate the inverse behaviour (sidebar is always on, nautilus doesn't keep it off if I turn it off, close a window, open a new one) with the latest ubuntu-gnome 13.10 live CD for amd64 (http://torrent.ubuntu.com:6969/file?info_hash=A%26M%1C%FA%D2%9C%BD%3A%D0%82%FE%9FV%2Bj%5Cr%94%AA).
So it may be something with gnome3 just persisting whatever behaviour is set and never remembering your new choices.
