I have a similar problem with my Dell E1505 laptop.  The hibernate
(Fn-F1) never initiate hibernate on kubuntu.  I have checked with xev
and confirm that Fn-F1 are mapped to 165 XF86Sleep and with "lshal -m"
that has gets the request, but hibernate fails.

I also have the same problem with the eject key combination (Fn-F10), which xev 
shows as 204 XF86Eject and lshal shows:
07:45:26.960: platform_i8042_i8042_KBD_port_logicaldev_input condition 
ButtonPressed = eject-cd

All the other laptop keys are working here (i.e. Fn-Esc works to
suspend).

I'm running gutsy devel (up to date daily) with 2.6.22-9-generic and
using KDE.

Regarding your question about display brightness .. yes, Fn-(up / down)
arrow(s) work.
