Mine does not work with just that. But I came up with a workaround:
I found out, that this fixes mouse after suspend:
rmmod psmouse
modprobe mouse

So I put a script to /etc/pm/sleep.d/ , which executes those commands.
Now after suspend mouse works with latest 13.04 kernel, same as with
Mint 15 in previous post.

I have not yet managed to test mouse with previous releases (problem
with booting with them from usb stick). Need to test those fixes with
13.10 soon, or install latest daily kernel to test with it, since this
is kernel problem.
