Speaking purely for myself, I actually find the date useful, because it helps me distinguish between "there are actually no updates to install" and "there might be, but I, your phone, haven't checked for a while, and there weren't when I last looked". I don't know how often the phone looks for updates, or whether that happens automatically, and it is not obvious; having the last time checked right there next to the "retry" button lets me easily see "ah yes, I forced a check yesterday" or "I haven't checked for a while", and it provides visual feedback that after I've pressed Retry, that it *worked* and actually did check.
