This bug is still present as of today, with 7.04 dist-upgraded to the
latest.

Is there any partial cure? For example, is there anyway to reload the
proper network kernel modules, for instance, that may fix the problem?

On my system:
- I have ipv6 blacklisted, but commenting it out and rebooting ends up with the 
same problems.
- I use fglrx binary driver from ATI
- I have bluetooth disabled in the BIOS

The rest is the standard ubuntu install for Thinkpad T60p:
