Seems invoking initscript through invoke-rc.d will trigger this issue, while manually call /etc/init.d/freeradius force-reload everything's fine.
$ sudo /etc/init.d/freeradius force-reload * Reloading FreeRADIUS daemon freeradius ...done. $ sudo invoke-rc.d freeradius force-reload reload: Unknown instance: invoke-rc.d: initscript freeradius, action "force-reload" failed. And I solved my problem by a clean removal and re-install. BTW, I met this issue after upgrading from Ubuntu 12.04 to 14.04.
