This is because you have installed keyboard-configuration version 1.88
which is not included with Ubuntu 13.04 (the release which you are
trying to upgrade from). You'll need to revert to the official version
of that package for the upgrade to proceed, although if you've installed
other packages not from the official archive you may encounter other
problems.
