Please sync ruby-hiera 1.3.0-1 (main) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:
* Drop Recommends on mcollective-common and puppet-common (LP: #1197787).
These Recommends were changed to Suggests in Debian.
