In trusty (14.04 LTS) we will only support PostgreSQL 9.3. Please move
the maas-region-controller dependency to "postgresql-9.3", or possibly
"postgresql-9.3 | postgresql" if you don't want to enforce a particular
version only (e. g. people might install newer postgresql versions from
apt.postgresql.org during 14.04 LTS' lifetime).
