Péter you are right, if we think about layouts/unicode/etc. Not about hotkeys.
Hotkeys should be independent of keyboard layouts. In another case, it spoils 
the whole idea of hotkeys and makes them impossible to use. 
[ctrl, alt, meta (in any combination)] and some letter in non-latin layout must 
be converted to [ctrl, alt, meta (in any combination)] and latin letter(or 
symbol) at the same button on keyboard. If it contradicts the standard, it is a 
stupid standard.
example:
Russian ё converted to ` 
н - y
ж - ;
Greek:
γ - g
θ - u
ρ - r

So we need only one system latin layout for hotkeys - drawed on the keyboard. 
It may be engish, german or other. 
All hotkeys in non-latin layouts should be converted to this layout.
