I'm not able to reproduce the issue that you are seeing in cinder; and I
can't see babel listed in the requirements for the version of
keystoneclient in the havana cloud archive. We specifically tested for
babel compatibility during the last part of the saucy development cycle
as this was a risk area.
I note that this is different to the version you quote; I see:
1:0.3.2-0ubuntu1~cloud0
Are you 100% certain that you are just using the Cloud Archive pockets?
