I can observe this same bug in Ubuntu 13.10 x64, using kde (I think it is version 4.11) (kubuntu-desktop packages) and krdc version 4.11.2 My host uses the colemak keyboard layout. When I connect, via rdp with krdc, to a windows server I get the qwerty layout on the windows server.
