Currently, when compiling the scope, there are several warnings being
emitted by valac. The build should be failing when this happens. While
valac may generate come C code which results in warnings from gcc, which
we can't error on, we can pass the --fatal-warnings flag to valac to
ensure it fails when there are warnings in the Vala code.
