I tried this all the way back to 12.04 and when using the internal
keyboard arrow keys, Ctrl-Alt-Left-Up does not work there as well, at
least on my machine.  I think Stephen is right in that this may be a
hardware dependent problem since I can get all diagonals to work with an
external Logitech keyboard.

I also looked through gnome-settings-daemon to see if maybe it is doing
something, but I cannot find anything that would do such a thing.  The
fact that an external keyboard works supports this.

As such, I'm afraid there isn't much we can do to fix this.  I'm marking
Won't Fix.  Please re-open or file a new bug if you find other evidence
that suggests Unity/Compiz is at fault.
