Public bug reported:
Ubuntu 13.10 contains GNU make version 3.81, which harkens from 2006 and
contains some bugs, including this one which was fixed in version 3.82

So I am requesting that GNU make be updated from 3.81 to 3.82.
There is a 4.0 version released in 2013 but maybe it shouldn't be
adopted without a more rigorous process.
