APT-spy is a package which does a speed test and decides the best
ftp.debian.org(or archive.ubuntu.com in our case) mirrors and writes them into
a sources.list file. I am using 13.10 (saucy). It is not packaged in Trusty
either.

since Gutsy and seems some patching required.
