Not using "cgroup_disable=memory" fixed the issue:

# apt-get -f install
Reading package lists... Done
Building dependency tree       
Reading state information... Done
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
1 not fully installed or removed.
After this operation, 0 B of additional disk space will be used.
Setting up cgroup-lite (1.1.3) ...
+ [ -e /etc/init/cgroup-lite.conf ]
+ invoke-rc.d cgroup-lite start
+ update-rc.d -f cgroup-lite remove

Since the problem was caused by a manually added boot option, I'm not
sure it should fail verification. Please feel free to mark it
"verification-done" if deemed appropriate.
